Climate Change Ambassador for New Zealand, Adrian Macey, notes how we're in a better decision than at Copenhagen, with a much more manageable text and more focused discussion. Some of the previously unacknowledged positive work from December is now coming to light. The new approach from the both chairs of AWG KP and LCA has smoothed the process out and made it more efficient. Issues ripe for decision before at Cancun are REDD+ and short-term financing, but he notes that linkages and related bargaining weight will make a wider deal difficult. He ends on considering the nature of the bilateral capacity-building initiatives that are emerging.
