Akihiko Furuya, Japan’s ambassador for global environment, explains how Japan is aiming for a all-inclusive comprehensive legal framework, although this may not be possible until 2012. Potential obstacles to this include the domestic situation within the US and insistence of developing countries on economic growth. He notes that cores issues of finance and mitigation will  not be resolved before Mexico, but technology and adaptation may see much improvement.
