Anders Turesson, chief negotiator from Sweden, which holds the rotating EU presidency, explains his expectations for the climate change conference. He notes that political pressure may suffice in mobilising international cooperation to form what he calls an “ambitious, global, comprehensive agreement”. Key considerations he outlines include the need for respecting the differentiation between developed and developing countries, and the difficulty behind “one legal system”.
