Artur Runge Metzger, the European Union’s top negotiator, says they need to see the number of options in the text reduced. He says the LCA text - which will cover 7o% of the global emissions - lacks clarity particularly over commitments and measurability. He doubts an overall agreement is possible at Cancun, but thinks that the worry about a gap is blown out of proportion, as the EU has made commitments until 2020. He believes it's good that the EU is being asked to increase their targets to 30%. The debate has been launched among the member states as to how to achieve that.
