Antigua and Barbuda’s John Ashe, United Nations Ambassador and chair of the AWG on the Kyoto Protocol, gives  Climate-Change.tv an update of where the negotiations are now. In particular, he considers the variation in the base years different countries are using - and they are not aligned with IPCC recommendations for global aggregates. He notes how it is important to raise the level of ambition on targets, but this could be being delayed by parallel discussions between the US and China.
