She refers to the EU’s desire for other Parties to increase their targets, and current discussions within the EU on a move to 30%, taking into account capacity and international developments, and implications for member states. She says the “common” of common, but differentiated responsbilities could be clarified at Cancun. She doesn’t believe the figures will be on the table, but that emerging economies need to contribute their fair share. She finishes on the efforts from cities and regions and their increasingly influential role in the international negotiations. There may be a lack of activity on the federal level in the US, but on the state level there is a lot happening. She considers the synergies with low-carbon cities in Asia and what could be done in partnership between regions.
