Loren Legarda, Philippines Senator, drives forward the “moral imperative for the big nations to take responsibility for the pollution they have caused.” She identifies the discrepancy between emissions caused and relative vulnerabilities of countries like China and the US, next to low emitters such as the Philippines. She explains how, despite all the mitigation her country is doing, adaptation is still their top priority.
