Head of the Burkina Faso delegation, Mamadou Honadia, expresses his hope for a legally-binding agreement if not in Cancun, then in South Africa. He hopes for at least some concrete decisions which will have an impact in his country, particularly over adaptation, finance and technology transfer.  This would pave the way for legal text in South Africa.  So far there are "no cents in the basket", and he discusses the finances in details.
