Paraguay’s chief negotiator, Miguel Lovera, talks about how there has been “remarkably little progress.” He considers the role of the private sector, but concentrates on other paradigms for development, including entities such as indigenous people. He reminds viewers that 80% of emissions are caused by industrialised, developed countries and emphasises the need to bring the US on board.
