Pat Finnegan of Grian analyses the possibilities of a fair and legally-binding agreement. He is concerned we might lost the Protocol before we've got anything better. He says there's simply not enough time to implement an agreement legally. He sees the problem as a lack of a shared vision and advoctates entering a short-three year second commitment period for existing Annex B, which would ensure the "acquis" of the Protocol is retained.
