Richard Muyungi, head of the Tanzanian delegation, says, "We need to increase the pace" and make sure all technical issues are covered before Cancun. He says this week they have wasted time on processes, and now need to talk substance. They need decisions on finance, adaptation and capacity building but that mitigation targets cannot be resolved yet as they need high-level political commitments. He points to the need for clarity on financing adaptation, and what exactly this means. He refers to article 4.9 which explains how developing countries needs assistance in finance and technology transfer. He talks about the ecosystem shift, and the mid-term needs, what would define success for Cancun and why adaptation should be a priority.
