Brazilian Climate Change Ambassador, Sergio Serra, raises concerns over differing mitigation targets with Climate-Change.tv. He urges countries to use the same baseline year, as recommended by the IPCC. He also echoes President of the COP, Connie Hedegaard’s, warning of “No money, No deal,” and says the $10 billion fund is merely the beginning, to be used for urgent adaptation and mitigation projects.
