Steve Sawyer, secretary general of the Global Wind Energy Council, discusses the difficulties of modern day technology transfer, especially in the countries where markets are too immature to finance such transfers. Sawyer also talks about the evolution of flexibility mechanisms, the prospect of “equitable distribution” of the Clean Development Mechanism, and the importance of aggressive emissions reductions targets after 2012.
