The Global Wind Energy Council's Steve Sawyer highlights the importance of mid-term emission reduction targets for 2016 and 2020, stipulating the need to have a set framework for energy sector investment over the next decade, accompanied by what he called "rigorous emissions’ reduction targets." He argues that these will drive forward investment in developing countries. He looks at the success of CDM, but urges a sectoral, rather than project-by-project, approach going forward.
