Special Envoy for Climate Change at the World Bank, Andrew Steer, discusses their latest report on cities in north Africa, looking at Tunis, Casablanca and Alexandria, and their handbook on City Management. He explains how the report is in part written by the cities, and how they therefore own it and will act on it. He puts forward suggestions around how to improve the mention of cities within the text of the treaty.

She explains her country’s interests in adaptation and what they are doing on climate change. She hopes there is a legally binding outcome which big emitters would eventually come on board.

El Hadji Diagne, Chair of Senegal’s National Committe on Climate Change, explains the problems with the agenda. He says how the Africa Group wish to add to it, and the current agenda only focuses on implementation of the Cancun Agreements. He says that Russia and the US only wish to look at Cancun, as they believe this is more efficient. He refers us back to the Bali Action Plan, and says if we don’t follow this, we will miss many important points for many parties. He finishes on discussing the problems with the KP track over technical issues, and says why we need to agree on a Second Commitment period first.

He says AWG-KP is stuck on the issue of political commitment from developed counties and AWG-LCA doesn’t have an agenda yet. This, he emphasises, is a real disappointment after Cancun. He reiterates, as have other delegates, the need for a Second Commitment period, and a return to the Bali Action Plan.

Their expectations are not high, but they believe we can get closer to to COP17. He talks about the impacts of climate change Liberia is facing, particularly as they lie on the coastline. He also discusses the agricultural techniques they use. He explores how much could be done, and is being done, mentioning a GEF funded project on the coast.
