He says that as the mechanism is based on emissions, many people are &#8220;too poor to pollute&#8221;, and therefore do not have the same prioirity within it. He expresses a desire for CDM to focus on social and livelihood improvement projects, and not on industry. He explains how the rules need to be adjusted, with suppressed demand added to CDM methodologies.</p>

It was developed within the partnership between CNI (national  Industry Confederation) and GTZ (German Technical Cooperation Agency),  under the sponsorship of the BMU (German Ministery of Environment).</p>
