Elliot Diringer of the Pew Center considers China and the US positions, says they are engaged in constructive dialogue, particularly over transparency and are making particular progress. He doesn’t believe that China will enter into an agreement without China. He says the numbers are not under negotiations, but how the ones under the Copenhagen Accord are incorporated. He explains that there will be continued pressure on parties to review the targets in the long term. He also explores what needs to happen on fundamental building blocks to a binding treaty, but believes it is possible to separate them. He finishes on the possible outcomes of Cancun.

European Programmes Director, The Climate Group

Luc Bas, European Programmes Director of the Climate Group, says the possible 30% targets could be realised from energy savings and efficiencies. He looks at the oportunities thrown up by the recession, and refers to a report from DC Delft where it says that 80% savings could be achieved in industry. Transport and buildings are particular high-impact areas. He explains why the sheer speed of development means China is both a leader in the green revolution, while being responsible for 20% of global emissions. He says China fully understand the situation and the finite resources and will act on this (not least because of the country’s deteriorating health), but that every government should do more.

Antigua and Barbuda’s John Ashe, United Nations Ambassador and chair of the AWG on the Kyoto Protocol, gives Climate-Change.tv an update of where the negotiations are now. In particular, he considers the variation in the base years different countries are using – and they are not aligned with IPCC recommendations for global aggregates. He notes how it is important to raise the level of ambition on targets, but this could be being delayed by parallel discussions between the US and China.

He urges for greater involvement of industry at the COP, saying we need the perspective of industry and a new economic model based on low carbon growth. His view is that “People who set off fastest are going to do the best out of this.” He reminds Climate-Change.tv viewers that the two degree target is essential.

He talks about China’s expectations in Copenhagen, including wishes for a “legally binding and substantial document” by the end of the conference, and he says that it is important that the process stick to the Kyoto Protocol path and the need for wealthy countries to provide financial and technical aid for developing countries. And he talks about the need for delegates to translate political will into tangible results. **The interview is conducted in Mandarin Chinese with translation into English** Also see Loren Legarda, Philippines Senator, speaking from Copenhagen.
Sweden's Chief Negotiator

Anders Turesson, chief negotiator from Sweden, which holds the rotating EU presidency, explains his expectations for the climate change conference. He notes that political pressure may suffice in mobilising international cooperation to form what he calls an “ambitious, global, comprehensive agreement”. Key considerations he outlines include the need for respecting the differentiation between developed and developing countries, and the difficulty behind “one legal system”. He also touches on the challenges facing China’s involvement.
