			<content:encoded><![CDATA[<p>Director at Oxford Climate Policy, Benito Müller, talks about the continuing subdued mood of the climate change negotiations. He is pleased with how the Working Groups have changed the way they work on the text and makes the point there is a &#8220;willingness to negotiate&#8221;. He is reasonably optimistic, as it is moving in the right direction, with improved bracketed text, but parties are reluctant to have one piece signed off, as they don&#8217;t want to lose bargaining position. He thinks the presence of heads of state at Copenhagen was a nonsense, as there was no outcome agreed before their arrival. He is encouraged by movements on the financial architecture, adaptation text and REDD. However discussions around targets are &#8220;not in a good state&#8221;, but there are numbers officially on the table.</p>

He shows confidence in the architecture the Kyoto Protocol has created, but recognises &#8220;it isn&#8217;t impressive in terms of the emission reductions it is leading to&#8221;. He notes the over-riding concern among developing countries that rich countries will not deliver on financial promises, lead on emissions reductions and, possibly impose economically restrictive targets on poorer countries.  He assures viewers &#8220;Cancun isn&#8217;t going to fail&#8221;.</p>
