He says Japan consistently aims for a single legal international framework&#8230; in which all major emitters engage. There are many issues which need a concrete outcome. He reiterates that a Second Commitment period is neither fair nor effective and that we need the participation of all countries. He talks about the good points of the Protocol, of which Japan will continue to be a member.</p>

He says how the Africa Group wish to add to it, and the current agenda only focuses on implementation of the Cancun Agreements.  He says that Russia and the US only wish to look at Cancun, as they believe this is more efficient. He refers us back to the Bali Action Plan, and says if we don&#8217;t follow this, we will miss many important points for many parties. He finishes on discussing the problems with the KP track over technical issues, and says why we need to agree on a Second Commitment period first.</p>

			<content:encoded><![CDATA[<p>Tosi Mpanu Mpanu, from the Democratic Republic of Congo (DRC), talks about his country&#8217;s role as Chair of the Africa Group and the overriding priority of adaptation. He explains how despite the diversity of the 53+ countries in Africa, they still have common agreement on a commitment to a two-track process &#8211; as in they want a second commitment period post 2012. Although they are incredibly vulnerable, they remain rational according to the science. He says a two degree temperature would lead to a four degree rise in Africa. &#8220;Can you imagine a poor farmer who has to face this kind of rise? It would condemn him to certain death.&#8221; He explains that they are willing to undertake the necessary actions, but is waiting for the North to catch up. He talks about the level of influence Africa has and how these negotiations depend on consensus.</p>

He sees it as a core problem, in part driven by the US uncertainty over domestic politics which flavours their international positioning. He considers the impact on China, and their role in global leadership. A collective agreement would have greater influence of the public. He sees a fragmented system as the most likely outcome currently and notes the danger of short-term individual decisions and reminds us that things can change closer to the COP. &#8221; The world is at stake if we don&#8217;t control this problem &#8211; it will invade the heartlands of the industrial world at some point.&#8221;</p>
