Chandrashekhar Dasgupta, Ambassador and Distinguished Fellow for The Energy and Resources Institute (TERI) says we urgently need a massive leap in technology and “a transformation of the current energy order”. He discusses the technology needs of developing countries and the current state of play. He identifies what needs to happen in terms of technology transfer and development, saying Annex I countries need to speed up their mitigation.

Pledges from Cancun need to be backed up by domestic policies, and there needs to be a treaty which accounts for more of the emissions than the Protocol currently does. He notes how EU emissions peaked in 1990, but over two decades, on worldwide emissions continue to rise.
