UNFCCC Executive Secretary, Yvo de Boer, gives his point of view on the status of negotiations, saying that in Bangkok the process is in the “eye of the storm,” including his assessment of the issues that have been put on the back burner in order to focus on key issues like mitigation and finance. He believes more progress is being made on the issue of finance, though he says money is still lacking, while he says that the “heavy lifting” on the topic of emissions targets remain.
