COP20 (10/12/14) – Yvo De Boer talks about the current mood of the talks, expressing concern that negotiators may sacrifice ambition in order to get a deal in Paris. He discusses the role of differentiation and the concept of common but differentiated responsibility in the negotiations. Yvo also gives his assessment of the state of finance in the negotiations, saying that though there are encouraging signs, there are also major challenges, particularly in terms of making sure poorer countries have access to GCF funds.

He goes on to talk more about the GCF and the role of the Global Green Growth Institute in helping developing countries secure climate finance. He talks about the challenges for the French COP 21 team and the need to identify clear issues in the negotiating text and maintain simplicity in the talks.
