Rio+20 (22/06/2012) – Jose Maria Figueres, Former President of Costa Rica and current President of the Carbon War Room says governments will only respond when they see action at home.

He also says negotiators need to be more connected to reality and that they should not be allowed to negotiate for more than four or five years.
