Martin Cames, a scientific advisor for the Institute for Applied Ecology in Germany, discusses the start of the actual negotiating in Bonn, and he explains some of the problems associated with developing emissions rules for air and water transport including an innovative proposal to create two ‘virtual’ countries to be responsible for each transport sector.
