The Harvard Project on Climate Agreements is comprised of a group of global researchers working on 75 different projects on different elements of international cooperation on climate change. Robert is at COP to give a series of presentations and to give insight in bilateral meetings with negotiating teams. Robert thinks Paris is important because the INDC structure that includes all countries is a necessary condition for meaningful action. He believes that the US and China bilateral announcements in 2014 and 2015 demonstrate what it means to be an INDC within the UNFCCC framework of common but differentiated responsibilities.
