COP20 (09/12/14) – Saleemul Huq talks to RTCC about the current state of loss and damage in the negotiations. Many states, particularly developing countries, are asking that loss and damage be explicitly mentioned in the 2015 agreement, however they are facing strong resistance to this and the role of loss and damage in the Paris agreement is uncertain.
Saleemul then discusses the history of finance at the talks which he argues has repeatedly shown developed countries promising, but not delivering on finance. He argues that this has damaged relations between parties at the talks. He also discusses his hopes for Narendra Modi and the difficulty of securing a legally binding agreement.
