Anders Turesson, the chief negotiator with Sweden’s Ministry of the Environment, says it is encouraging that parties are dwelling on”issues of substance”. He considers what is needed to build trust – such as delivery of short-term financing and REDD+, and how the alternative of distrust is unacceptable. He emphasises that money alone isn’t enough, and that we need a robust architecture so finance will go to the right projects. He notes that the EU needs to continue to be a driving force in the negotiations and there are still commitments which need to be implemented.
