Kim Carstensen, from WWF International’s Global Climate Initiative, expresses his frustration at the slowness af the negotiations. He examines the blockages within finance, and sources of finance. He asks where the money is going to come from and makes the point the discussion is not moving in finding credible, innovative sources. He says the different forums, G20 and Ban-Ki-moon’s high level forum, are the places where finance ministers can give guidance to the whole process. He concludes on the linkages within the treaty, but says the difficult issues (emissions reduction commitment and finance) do need to be solved before any incremental movement can be made.
