Mama Konate, Chair of SBSTA and representing Mali, says the negotiations so far are not making progress. He says AWG-KP is stuck on the issue of political commitment from developed counties and AWG-LCA doesn’t have an agenda yet. This, he emphasises, is a real disappointment after Cancun. He reiterates, as have other delegates, the need for a Second Commitment period, and a return to the Bali Action Plan.
