Audun Rosland, head of the delegation from Norway, discusses the  REDD arrangements. He says Cancun was better than expected. He agrees the issue of safeguards is blocking movements, but that SBSTA has been mandated to move forward on this. He outlines what these safeguards are (such as permanence and leakage) and why they are in place. He moves on to financing and carbon markets and explains where we are now.
