COP19: Iris Flacco on new climate change strategy

COP19 (20/11/13) -Iris Flacco, Director of the Renewable Energy Sector talks about why a bottom-up strategy is a good thing.

She talks about a project that her organisation has run and uses it to show why a bottom up strategy is a good way forward for climate and energy policies. A bottom up strategy engages people and different sectors of the society allowing them to choose what is good for them. Participation of local people is the key to success of any project, policy or unitive.

Her advice to other cities and regions who wish to adopt energy efficient strategies is to engage an intermediary organisation that is neither local nor national to facilitate its implementation. This is because although local organisations know best what works for their people, they may not have the expertise to do it, so working with an intermediary organisation is key. National organisations and agencies are too big to deal with local administration.
