WWF’s Peter Lockley talks about the role of international air and maritime transport emissions, or bunker fuels. He gives some background to the bunker fuel problem, which was left out of the Kyoto Protocol, and talks about what he thinks should happen going forward. He said bunker fuel emissions are higher than the national emissions of all but five countries, and he says the UNFCCC should take over the process.
