German delegate Nicole Wilke feeds back on the EU negotiation package for Copenhagen. Financing for developing countries is a priority with a proposed investment of 100 billion euro, to come from developing countries themselves, the carbon market, and public financing. EU expectations for Copenhagen include upfront financial commitments from all parties including major developing countries, a new treaty which includes the US in the “family” and the final legal text of the agreement ready six months after the conference.
