COP19 (18/11/13) – Steffen Kallbekken, Research Director at the Center for International Climate and Environmental Research, says the negotiations are behind schedule.

Kallbekken calls for a mechanism to link different sector, city, and technology based initiatives to the UNFCCC process. He also considers that a learning forum for sharing adaptation and mitigation would be appropriate.
