COP19 (22/11/13) –Manuel Pulgar-Vidal, Minister of Environment of Peru talks about his hope and concern for COP20 that is to be hosted in Lima.
He hopes that as the COP presidents next year they can be good facilitators and find innovative ways to remove blocks and resolve polarizing issues.
He sees Warsaw and Lima as two steps in one process. The outcomes of Warsaw are important for a second successful step in Lima. He hopes the Secretary General’s Leaders Summit next September will help aid progress before Lima. In Lima, the goal is to have a draft agreement where countries have a good idea of their final targets.
