COP19 (18/11/13) – Joseph Enric, Secretary for Environment and Sustainability of Catalunya, Spain, says his country believes climate change could be better managed using a bottom-up approach.

He uses the European Union as an example, where the EU makes the decisions and it is left for the individual states to implement those decisions and sometimes modify to better suit their country.
